Texting (and calling) while cycling banned since July 1
It will not have escaped your notice. Since July 1, you are no longer allowed to hold your phone in your hand while cycling – just like in a car. If you do, you are committing an offense that could result in a fine of 95 euros. Incidentally, the fine for motorists is 240 euros. These rules also apply to the so-called bicycle streets in the Netherlands. Read more about this in this blog.
Ban applies to all electronic devices
The ban does not only apply to your smartphone, but to any (mobile) electronic device. A 'mobile electronic device' is any electronic device that you can hold in one hand and operate with the same or your other hand. In practice, in addition to your smartphone, we are also talking about MP3 players such as the iPod and tablets.
Handheld and hands-free
The ban applies to handheld texting, calling, etc. For example, you are allowed to use your smartphone or navigation system Speakerphone operate. 'Hands-free' is when the device is in a holder. You are allowed to operate your bike computer 'normally' while cycling. And with a holder on your handlebars, you are also allowed to use your smartphone. But if this leads to dangerous road behaviour, you may have an 'article 5' hanging on your pants. And that's a more expensive joke than the fine for handheld texting or calling.
If you are not driving and are standing still at a traffic light, for example, 'handheld' is allowed, even if you are actually participating in traffic.
Our point of view
I myself am quickly inclined to estimate my behavior higher, better and more alert than reality. This applies to fatigue, speed and use of a phone in traffic.
You only have to watch a few videos about reaction time to conclude that this is not a wise position. And if I myself can better not use a phone in traffic, I hope that my fellow road users do not either.
