WLTP and the consequences for the bpm

In practice, cars emit more CO2 than according to the factory specifications. The new WLTP measurement method should put an end to that. The practical measurement replaces the old laboratory test NEDC. This new measurement method has major consequences for the bpm and car prices.

WLTP is already in use

From September 2019, all new cars will be subjected to this new test, which should determine whether the tests performed on the roller bench are actually feasible in practice. Brand new car models are already being tested in this way.

Cars considerably more expensive

The new measuring method reduces CO2-emissions of a Peugeot 308 1.2, for example, suddenly increased from 95 to 115 g/km. The bpm, the tax on passenger cars, is mainly based on the CO2 and goes up due to the WLTP. As a result, the sales price of this Peugeot increases by no less than 2.100 euros (Source: Telegraaf).

bpm

The price increase is not only due to the new measurement test. The calculation tables for the bpm have also been changed. You now fall into a higher bracket more quickly. So even without WLTP, the bpm and car prices would have increased. However, the rates per bracket will also decrease in the coming years. The government wants to promote economical cars with this.

Consequences felt from 2020 onwards

Although the WLTP is already being introduced as a test for all new cars this year, its fiscal consequences will only become noticeable from 2020. Until this year, the old NEDC test results will 'simply' still apply. The effects of the changes in the measuring method and bpm rates will be different for each car. The fact is that from one moment to the next, exactly the same type of car suddenly becomes a lot more expensive. That is difficult to explain to the car buyer.
