To rent a car in the Netherlands, you must be at least 21 years old and have held a valid driving licence for at least one year. Therefore, renting a car is not possible in the Netherlands for anyone up to and including 20 years of age. Someone who is 18 years old, has just obtained their driving licence and has had 40 driving lessons, will probably be a better driver than someone who also obtained their licence at 18, then doesn't drive for 4 years and only rents a car at 22.
